Wouldn't that be, "It is/was/will be the verb tenses that are/were/will be so problematic."? Actually, I don't know if the second verb needs to shift. "will be the plural noun that are..."?

Possibly "will haven being." I'll have to check the Guide. In the meantime, don't panic.
