RAVE Act used to shut down NORML fundraiser.

Nevermind that NORML is a political group with political aims using political methods to achieve political ends. Nevermind that there is no large gathering of people anywhere in which it is impossible that anyone in attendence is using or carrying illicit material. Grumble. Grumble. Grumble.
