KCMO's City Hall has a 13th floor that is publicly accessible, once you go through security. There's not much there, currently, except a big sign that says "Drive to the Right", and possibly the offices of the Internal Auditor and/or Capital Improvements and/or the Board of Parks & Recreation Commissioners.
We're undergoing some changes lately, in case you can't tell. :)
Other than that, the only building that occurs to me is Oak Tower, but I don't know what's on their 13th floor.
The one building that comes to mind (of course, there's quite a few others) here in Jacksonville, FL, is the 11 E Forsyth apartments (http://www.vestcor.com/lynch/default.htm) downtown, which has a 13th floor. With 8 apartments on each floor.
