I should also note that this works in two ways, those that fly off the road, and those that can't go anywhere because their car is not well maintained. (It's yet ANOTHER conspiracy against struggling blacks and women!!!)
Granted, some innocents can be snagged when those to be chlorinated spin out, but their wrecks are usually much less severe.
